Contact tracing is one of the most important public health measures for addressing infectious disease outbreaks and epidemics. New technology using mobile phone apps introduces the possibility of instantaneous contact tracing of a significant proportion of the population. This approach could significantly increase the effectiveness of contact tracing. It also raises important ethical questions: When is it acceptable to monitor individuals’ movements? Can it be ethical to make contact tracing mandatory? May cell phone apps be used to monitor physical distancing? In what ways may the information gathered during contact tracing be used?
